
IN THE MATTER OF the Insurance Act, R.S.O. 1990, c. I.8, as amended (the “Act”), in particular sections 441.2 and 441.3;
AND IN THE MATTER OF Daniel George Gordon and Gordon Wealth Management Limited.
Daniel George Gordon (“Gordon”) was licensed as a life and accident and sickness insurance agent licence under the Act (licence # 93002874) from August 26, 1997, until May 2, 2022.
Gordon Wealth Management Limited (“Gordon Wealth Management”) was licensed as a corporate life and accident and sickness insurance agent under the Act (licence # 33384M) from April 14, 2010, until July 24, 2021.
On July 6, 2022, by delegated authority from the Chief Executive Officer of the Financial Services Regulatory Authority of Ontario (the “Chief Executive Officer”), the Director, Litigation and Enforcement (the “Director”) issued a Notice of Proposal to impose five administrative penalties in the total amount of $133,500 on Gordon and two administrative penalties in the total amount of $150,000 on Gordon Wealth Management as follows:
A Request for Hearing (Form 1) dated July 20, 2022, was delivered to the Financial Services Tribunal (the “Tribunal”) in accordance with section 441.3(5) of the Act respecting the Notice of Proposal.
On July 25, 2025, the Tribunal issued a Notice of Dismissal which dismissed the proceedings before the Tribunal in accordance with the Tribunal’s Reasons for Decision dated June 20, 2025.
ORDER
Administrative penalties in the total amount of $133,500 are hereby imposed on Daniel George Gordon for the reasons set out in the Notice of Proposal.
TAKE NOTICE THAT the Financial Services Regulatory Authority of Ontario will deliver an invoice to Gordon with information as to where and how to pay the administrative penalties. Gordon must pay the administrative penalties no later than thirty (30) days after the date of this Order or as otherwise agreed.
If Gordon fails to pay the administrative penalties in accordance with the terms of this Order, the Chief Executive Officer may file the Order with the Superior Court of Justice and the Order may be enforced as if it were an order of the Court. An administrative penalty that is not paid in accordance with the terms of the order imposing the penalty is a debt due to the Crown and is enforceable as such.
